    Petroleum or hydrocarbon solvent

The solvent is a hydrocarbon such as benzene, hexane or Stoddard solvent, a petroleum-based cleaning solvent.

Hydrocarbon solvents such as benzene, hexane and Stoddard solvent. Oxygenated solvents take code 212 and halogenated ones code 211.

Is California code 213 hazardous waste?

Not from the code alone. The material must first be determined hazardous. California code 213 is not restricted, and a restricted code takes priority over it. A non-restricted code doesn't make a waste non-hazardous.

If the shipment needs the Uniform Hazardous Waste Manifest, enter 213 in Item 13 for the waste line. Use one California code, plus any federal RCRA codes when the waste is federally hazardous.

Waste is RCRA waste when it meets a federal listing or characteristic and no federal exclusion applies. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that determination.

What does California code 213 cover?

This is for solvents in the hydrocarbon group, whose molecules hold carbon and hydrogen. Benzene, hexane and Stoddard solvent are examples. Stoddard solvent is a petroleum-based cleaning solvent. Characterize a blend as a blend, because naming one ingredient doesn't put all its constituents in this group.

Is a waste solvent California code 213?

CodeWhen it fits
213The hazardous solvent is a hydrocarbon, such as benzene, hexane or Stoddard solvent.
212The solvent is oxygenated, such as acetone, butanol or ethyl acetate.
211The solvent is halogenated and no restricted code applies.
214The hazardous solvent blend fits none of the 3 specific solvent chemistry groups.
741The hazardous liquid holds at least 1,000 mg/L total halogenated organic compounds.

The California solvent group doesn't decide the federal RCRA code. Solvent use, unused product status and federal hazardous characteristics need their own determination. The regulations give no general tie-breaker for blends that fit more than one non-restricted description.

Which wastes take California code 213?

WasteWhen it’s 213
Spent solventThe solvent holds only carbon and hydrogen.
Spent benzeneBenzene was discarded or used as solvent.
Spent hexaneHexane was discarded or used as solvent.
Spent Stoddard solventStoddard solvent was discarded or used as solvent.
Toluene wasteToluene was used as solvent, and the blend holds only carbon and hydrogen.
