Restricted halogenated-organic liquid
Liquid halogenated organic compounds are 1,000 mg/L or more, displacing general solvent and organic-liquid codes.
Is California code 741 hazardous waste?
Not from the code alone. Code 741 is a restricted waste code, so it wins over any non-restricted code that also fits. Choose it after the hazardous waste determination. It doesn't prove the waste is hazardous or decide its federal RCRA status.
If a shipment needs the Uniform Hazardous Waste Manifest, enter 741 in Item 13 for its waste line. Use one California code, plus the federal RCRA codes when the waste is federally hazardous.
RCRA waste meets a federal listing or characteristic and has no federal exclusion. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that record.
What does California code 741 cover?
This restricted entry is hazardous liquid whose representative total halogenated organic compound (HOC) result is 1,000 mg/L or more. It can fit whether the liquid was used as a solvent or for something else. The source and makeup still decide any federal codes.

Is halogenated organic liquid California code 741, 211 or 341?
| Code | When it fits |
|---|---|
| 741 | Total HOCs are at least 1,000 mg/L in a hazardous liquid. |
| 211 | The waste is a halogenated solvent below this restricted liquid threshold. |
| 341 | The waste is a halogenated non-solvent liquid below the restricted threshold. |
The current Appendix XII threshold is inclusive, but DTSC's 2017 guidance uses a strict greater-than sign. Solids and sludges go to code 751, whose published units conflict. If more than one restricted code fits, confirm the single California code for the waste line. The rules give no general tie-breaker.
Which wastes take California code 741?
| Waste | When it’s 741 |
|---|---|
| Spent solvent | The liquid has 1,000 mg/L or more total halogenated organic compounds |
| Spent chloroform | The liquid has 1,000 mg/L or more total halogenated organic compounds |
| Spent methyl chloride | The liquid has 1,000 mg/L or more total halogenated organic compounds |
| Spent perchloroethylene | The liquid has 1,000 mg/L or more total halogenated organic compounds |
| Toluene waste | The liquid has 1,000 mg/L or more total halogenated organic compounds |
| Halogenated organic liquid | The liquid has 1,000 mg/L or more total halogenated organic compounds |
| Liquid with high halogenated organic levels | The liquid has 1,000 mg/L or more total halogenated organic compounds |
Which codes sit beside California code 741?
| Code | What it is |

| 727 | Restricted selenium liquid |
| 728 | Restricted thallium liquid |
| 731 | Restricted PCB liquid |
| 751 | Restricted halogenated-organic solids or sludge |
