Is California code 801 hazardous waste?
Not from the code alone. Code 801 is a restricted waste code, so it wins over any non-restricted code that also fits. Choose it after the hazardous waste determination. It doesn't prove the waste is hazardous or decide its federal RCRA status.
If a shipment needs the Uniform Hazardous Waste Manifest, enter 801 in Item 13 for its waste line. Use one California code, plus the federal RCRA codes when the waste is federally hazardous.
RCRA waste meets a federal listing or characteristic and has no federal exclusion. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that record.
What does California code 801 cover?
This restricted entry is hazardous waste that can contain dioxins. Appendix XII gives no concentration threshold for 801. The material, its source process and a representative analysis must support the possibility instead.

Is waste that can contain dioxins California code 801?
| Code | When it fits |
|---|---|
| 801 | Process knowledge or representative analysis supports possible dioxin content. |
| 352 | Nothing supports dioxin potential and the hazardous organic solid fits no other specific entry. |
Don't invent a concentration cutoff, since the published description gives none. If more than one restricted code fits, confirm the single California code for the waste line. The rules give no general tie-breaker.
