Restricted wasteCalifornia restricted wastes
Restricted halogenated-organic solids or sludge
A solid or sludge reaches the published restricted threshold for halogenated organic compounds.
Is California code 751 hazardous waste?
Not from the code alone. Code 751 is a restricted waste code, so it wins over any non-restricted code that also fits. Choose it after the hazardous waste determination. It doesn't prove the waste is hazardous or decide its federal RCRA status.
If a shipment needs the Uniform Hazardous Waste Manifest, enter 751 in Item 13 for its waste line. Use one California code, plus the federal RCRA codes when the waste is federally hazardous.
RCRA waste meets a federal listing or characteristic and has no federal exclusion. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that record.
What does California code 751 cover?
This restricted entry is hazardous solid or sludge containing halogenated organic compounds. The numerical Appendix XII table says 1,000 mg/kg or more, but the alphabetical table says mg/L. Those units can't be converted without physical information.

Is halogenated organic solid California code 751?
| Code | When it fits |
|---|---|
| 751 | The result meets the restricted HOC threshold once the published unit conflict is resolved. |
| 351 | A hazardous organic solid contains halogens but doesn't meet the restricted entry. |
| 251 | DTSC confirms 751 doesn't apply and the waste is distillation residue holding halogenated organics. |
| 741 | The waste is liquid and total HOCs reach the separate liquid threshold. |
The disagreement matters, since the numerical table uses mg/kg and the alphabetical table uses mg/L. DTSC's 2017 guidance uses an inclusive 1,000 mg/kg. Don't convert or choose between units without DTSC confirmation. If more than one restricted code fits, confirm the single California code for the waste line. The rules give no general tie-breaker.
Which wastes take California code 751?
| Waste | When it’s 751 |
|---|---|
| Halogenated organic solid | The solid or sludge meets the restricted HOC threshold once DTSC resolves the published unit conflict |
| Solid or sludge with high halogenated organic levels | The solid or sludge meets the restricted HOC threshold once DTSC resolves the published unit conflict |
