Restricted PCB liquid
Liquid polychlorinated biphenyls are 50 mg/L or more, taking priority over general PCB code 261.
Is California code 731 hazardous waste?
Not from the code alone. Code 731 is a restricted waste code, so it wins over any non-restricted code that also fits. Choose it after the hazardous waste determination. It doesn't prove the waste is hazardous or decide its federal RCRA status.
If a shipment needs the Uniform Hazardous Waste Manifest, enter 731 in Item 13 for its waste line. Use one California code, plus the federal RCRA codes when the waste is federally hazardous.
RCRA waste meets a federal listing or characteristic and has no federal exclusion. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that record.
What does California code 731 cover?
This restricted entry is hazardous liquid with a representative polychlorinated biphenyl (PCB) concentration of 50 mg/L or more. It covers separated PCB liquid, not an intact article just because it might contain that liquid.

- 50 mg/L or more PCBs in liquid

Is PCB waste California code 731 or 261?
| Code | When it fits |
|---|---|
| 731 | Representative PCB concentration is at least 50 mg/L in the liquid. |
| 261 | The hazardous PCB material falls below the restricted liquid threshold. |
The current Appendix XII threshold includes exactly 50 mg/L. DTSC's 2017 guidance says greater than 50 mg/L. If more than one restricted code fits, confirm the single California code for the waste line. The rules give no general tie-breaker.
Which wastes take California code 731?
| Waste | When it’s 731 |
|---|---|
| PCBs and PCB-containing material | Measured PCB concentration is 50 mg/L or more in liquid |
| Fluorescent light ballasts | Separated PCB liquid from the ballast holds at least 50 mg/L PCBs |
Which codes sit beside California code 731?
| Code | What it is |
|---|---|
| 725 | Restricted mercury liquid |
| 726 | Restricted nickel liquid |
| 727 | Restricted selenium liquid |
| 728 | Restricted thallium liquid |
| 741 | Restricted halogenated-organic liquid |
| 751 | Restricted halogenated-organic solids or sludge |
| 791 | Strongly acidic liquid |
| 792 | Strongly acidic metal-bearing liquid |
