Organic solid with halogens
Hazardous organic solid containing halogens.
Is California code 351 hazardous waste?
Not from the code alone. Waste must first be found hazardous. Code 351 isn't a restricted code, but a restricted category that fits takes priority over it. A code that isn't restricted doesn't make waste non-hazardous.
When a shipment needs the Uniform Hazardous Waste Manifest, enter 351 in Item 13 for the waste line. Use one California code, plus the federal RCRA codes when the waste is federally hazardous.
RCRA waste meets a federal listing or characteristic, with no federal exclusion that applies. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that determination.
What does California code 351 cover?
This code is for hazardous organic material that is solid and holds halogens. It isn't for liquids. Restricted code 751 may apply, but the units published for its solid-or-sludge threshold conflict.
- HOC
- halogenated organic compound

Is halogenated solid California code 351, 352 or 751?
| Code | When it fits |
|---|---|
| 351 | The hazardous halogenated material is solid and confirmed outside restricted code 751. |
| 341 | The material is hazardous halogenated non-solvent liquid and restricted code 741 does not apply. |
| 272 | The hazardous solid is polymerized resin. |
| 281 | The hazardous solid is adhesive material. |
| 352 | The hazardous organic solid contains no halogens and no more specific organic entry fits. |
Restricted codes win, and the units published for code 751 conflict. The regulations don't say which wins when a halogenated solid also fits resin code 272 or adhesive code 281.
Which wastes take California code 351?
| Waste | When it’s 351 |
|---|---|
| Halogenated organic solid | The halogen-containing material is solid rather than liquid |
Which codes sit beside California code 351?

| 291 | Discarded latex material |
| 311 | Discarded pharmaceuticals |
| 321 | Hazardous sewage sludge |
| 322 | Other hazardous biological waste |
| 331 | Unused organic material |
