281, Discarded adhesive.
Organics
Discarded adhesive
The hazardous material is glue, bonding compound or another adhesive, rather than its spent cleaning solvent.
Is California code 281 hazardous waste?
Not from the code alone. Waste must first be found hazardous. Code 281 isn't a restricted code, but a restricted category that fits takes priority over it. A code that isn't restricted doesn't make waste non-hazardous.
When a shipment needs the Uniform Hazardous Waste Manifest, enter 281 in Item 13 for the waste line. Use one California code, plus the federal RCRA codes when the waste is federally hazardous.
RCRA waste meets a federal listing or characteristic, with no federal exclusion that applies. Non-RCRA waste is hazardous under California rules only. California presumes hazardous waste is RCRA unless the generator shows it isn't, so keep that determination.
What does California code 281 cover?
This code is for glue, bonding compound or other adhesive when the adhesive itself is hazardous waste. It isn't for solvent removed during equipment cleanup, or for paint, latex or resin classified by polymerization state.

Is adhesive waste California code 281?
| Code | When it fits |
|---|---|
| 281 | The hazardous waste is adhesive product, glue or bonding compound. |
| 271 | The waste is unreacted resin or organic monomer rather than adhesive product. |
| 272 | The hazardous waste is polymeric resin rather than adhesive product. |
| Solvent code | The waste is solvent removed during adhesive cleanup rather than the adhesive itself. |
Look at the discarded material and what it was used for. Cleanup solvent doesn't become adhesive just because it came from adhesive work.
Which wastes take California code 281?
| Waste | When it’s 281 |
|---|---|
| Waste adhesives | The discarded product was used or supplied for bonding, rather than being separated solvent or resin residue |
