Asbestos-bearing or contaminated soil
Victoria N120: use for asbestos soil or contamination above Victoria's upper fill-material limits.
Is Victoria N120 priority waste?
Yes. N120 is pre-classified priority waste, so no mirror assessment decides its Schedule 5 status. Transactions and transport are both reportable.
Where the duty applies, enter N120 as the Schedule 5 waste code in the Waste Tracker record. The tracking exceptions and designation and household rules still apply.
What does Victoria N120 cover?
Soil that contains asbestos, or whose contaminant levels exceed Victoria’s upper limits for fill material. This code is for soil and those fill limits only. Asbestos waste that isn't classed as soil uses N220.

Is contaminated soil Victoria N120, N220 or N122?
| Code | When it fits |
|---|---|
| N120 | The material is soil that contains asbestos or exceeds Victoria’s upper contaminant limits for fill. |
| N220 | The load is asbestos waste, not soil assessed against the fill limits. |
| N122 | The excavated material or engineered fill stays within the fill limits. |
Soil can also hold a constituent that has its own code. The regulations don't say whether N120 or that code wins when both fit.
What does a Victoria N120 load need before it moves?
For a reportable transaction, the producer creates the Waste Tracker record before dispatch. A transporter or accredited consigner can do this for the producer, who stays accountable and keeps a copy. Arrange the transporter and receiving site first.
Record the code, an accurate description, form, amount, packages, treatment, industry, dispatch date and the parties involved. Add dangerous goods details where they apply. The driver records collection and delivery, and the receiver records receipt. Priority waste going to landfill, and soil that is priority waste, also needs the disposal category that applies.
