Fill material and excavated spoil

  • Victoria

    Excavated material and fill

Victoria: The excavated material meets the fill or spoil entry’s contamination boundary.

    When to use N122
Victoria uses N122 for excavated material and fill, as long as its contamination stays within the entry's boundary.

When can Victorian spoil use N122?

N122 excludes the contaminated-soil and acid-sulfate-soil entries. Fill material is industrial waste, not priority waste. Establish the material’s composition and origin before relying on the description.

Does N122 mean the soil can go anywhere?

No. Victorian fill must go to a place authorised to receive it. Assess the contaminants known or reasonably expected against the fill limits. Once it qualifies as fill material, it needs no Waste Tracker and no transport permission.

Which exclusions or special routes apply to the fill material waste code?

Victoria. The fill material determination authorises receiving qualifying fill only when its conditions are met. It doesn’t authorise processing or storage that needs another permission. A declaration of use is a separate immediate-resource-recovery route and can’t authorise applying soil to land.

Tasmania. Clean fill is not generally exempt from Tasmania’s waste rules. The current approved management method allows limited disposal of up to 100 tonnes of qualifying clean fill on a parcel in a calendar year, and only when every condition is met. These include no controlled waste such as asbestos and compliance with planning requirements.

Northern Territory. It doesn’t apply to contaminated fill, remove other duties or authorise arbitrary dumping.

The shared classification and movement limits for fill material waste code are on the Victoria, New South Wales, Queensland, South Australia, Western Australia, Tasmania, Australian Capital Territory and Northern Territory pages.
