Victoria
Waste oils and hydrocarbon mixtures
J100 is pre classified; reportable for transactions; reportable for transport.
Is Victoria J100 priority waste?
Yes. J100 is pre-classified priority waste, so no mirror assessment decides its Schedule 5 status. Transactions and transport are both reportable.
Where the duty applies, enter J100 as the Schedule 5 waste code in the Waste Tracker record. The tracking exceptions and designation and household rules still apply.
What does Victoria J100 cover?
Waste oil, hydrocarbon liquid, emulsion and transformer fluid fall here when they hold no polychlorinated biphenyls. The entry groups several oily liquids but leaves out PCB-bearing oil and transformer fluid.

Is waste oil Victoria J100, J120 or J130?
| Code | When it fits |
|---|---|
| J100 | The waste is an oil, hydrocarbon liquid or emulsion and holds no PCBs. |
| J120 | Water is part of the oil or hydrocarbon mixture, and J100 also includes emulsions. |
| J130 | The waste is triple-interceptor residue or stormwater polluted by oil or hydrocarbons. |
J100 takes emulsions and J120 names oil-and-water mixtures. The regulations don't say which code wins when both fit.
What does a Victoria J100 load need before it moves?
For a reportable transaction, the producer creates the Waste Tracker record before dispatch. A transporter or accredited consigner can do it for the producer, who stays accountable and keeps a copy. Arrange the transporter and receiving site first.
Record the code, an accurate description, form, amount, packages, treatment, industry, dispatch date and the parties involved. Add dangerous goods details where they apply. The driver records collection and delivery, and the receiver records receipt. Priority waste sent to landfill, and soil that is priority waste, also need the disposal category that applies.
Which wastes take Victoria J100?
| Waste | When it’s J100 |
|---|---|
| Used oil | The oil is no longer fit for its first use. |
| Oil and water mixtures | The hydrocarbon mixture doesn't fit the more specific oil-water entry. |
