New South Wales
Asbestos waste
NSW N220: Part 4 interstate if trackable; separate intrastate reporting above cl 79 asbestos or cl 76 tyre thresholds via IWTS; the listed hazardous-characteristic test still applies.
Is NSW N220 hazardous waste?
Not from the code alone. N220 marks a waste that may need tracking. Tracking under Part 4 needs a matching Schedule 1 waste description and a Part 3 hazardous characteristic. That test is separate from the NSW disposal classification, and the code gives no disposal class.
Local asbestos loads of 100 kg or more, or 10 m² or more of sheeting, go through the separate IWTS asbestos reporting route. Prepare asbestos tracking details, including N220 where requested. A resident moving their own asbestos uses the EPA householder route. Interstate Part 4 tracking still needs the characteristic test.
Where Part 4 tracking applies, enter N220 in the IWTS Movement waste-code field. NSW tracking exemptions still apply.
What does NSW N220 cover?
Asbestos waste and discarded asbestos-containing material. The national reporting source says each state sets the boundary. It generally treats material containing asbestos fibres, soil included, as asbestos-containing. Victoria gives asbestos-bearing soil the N120 description separately.

Check the waste description and the movement scope. A match in another state or territory doesn't carry NSW's classification or tracking conditions over.
